Dear fellow Patriots:

It is with great pleasure I announce the appointment of Carl T. Rowan Jr. to chief of police, head of Police and Public Safety at George Mason University.

Carl is very familiar to our university community, having served as interim chief this past year. His steadfast leadership has provided the department with necessary stability during a time of transition and growth. Under Carl’s direction, the department has initiated improvements in communications, training, and staffing. New programs in emergency medicine, K9, and Special Response Teams are in development to better protect our students, staff, faculty, and community. There is a new spirit of collaboration that has brought about a noticeable increase in department morale, as well as a decline in officer attrition.

With a unique combination of legal, business, security, and law enforcement experience, Carl is well-suited to lead the complex public safety operations of a large university. His focus is community-based, with particular attention on emergency preparedness. With a law degree from Georgetown University and years of experience in both federal and private law enforcement, he brings a wealth of investigative and security experience to his role. This past year has highlighted his many talents and superior leadership – and I am looking forward to his, and the department’s, continued success.
